- The Interactive Dialogue on the report of the Office of the United Nations High Commissioner for Human Rights on Myanmar was held on 22 September 2022 at the 51st session of the Human Rights Council in Geneva.

- ​It is observed that the report was focused on the recommendations of the so-called Independent International Fact-Finding Mission on Myanmar (FFM) in accordance with the Human Rights Council Resolution 46/21 sponsored by the European Union.

- Myanmar never recognizes such kind of politically motivated country-specific resolutions and the mandate of the Independent International Fact-Finding Mission on Myanmar (FFM) since their establishment.

- Myanmar has clearly stated its categorical rejection and non- recognition on both the establishment and mandate of the Independent International Fact-Finding Mission on Myanmar (FFM) and its successor, IIMM. Myanmar views that creating these mechanisms are just to manifest politicization and interventionist approach to manipulate a sovereign state under the pretext of human rights.

- ​It is found out that the report produced by the OHCHR on the recommendations of the Independent International Fact-Finding Mission on Myanmar (FFM) is totally flawed and biased, with unfounded allegations. Regrettably, the sources that referred by the OHCHR are representing their own narratives as they are openly supporting the terrorist organizations like the so-called NUG, CRPH and PDFs.

- The Government of Myanmar regularly issues the verified information, press releases and positions that reflect the reality and actual on ground situation of Myanmar. However, the OHCHR itself not only ignores but also fails to incorporate the different views including responses made by the Government to the unfounded allegations, one-sided accusations and pre-fabricated information.

- Notably, the news, press and media from Myanmar which do not entertain the western views have been banned by the certain ICT corporations. It is obvious that some social media platforms and ICT corporations are removing applications and banning pages which are not pleasing views and desires of the certain western Governments.

- Additionally, it is learnt that the OHCHR is misusing its resources and capacity in applauding the violations of human rights by certain countries which impose sanctions on Myanmar. It is undeniable that the recommendations of the OHCHR report are totally deviated from realizing the Sustainable Development Goals (SDGs) of the United Nations 2030 Agenda.

- Under the context of the promotion and protection of human rights, the right to development is fundamental human rights. The recommendations of the OHCHR report which in fact calls for imposing sanctions mean violation of the right to development of People of Myanmar.

- Although there are several countries which point out that the fora of the Human Rights Council is becoming more and more confrontational and holding politicized discussions instead of constructive and cooperative discussion, the Human Rights Council is monopolized by some members of the Council utilizing the Council to meddle in the internal affairs of the country.

- ​In conclusion, different countries around the world must have its own path to appropriate political system which aligns with its own values, standards, cultures, norms and national characteristics. Under the pretext of promotion and protection of human rights, Myanmar views that the Human Rights Council set a dangerous precedent of holding meetings in the absence of country-concerned and creating duplicated mandates against Myanmar without its consent.

- Myanmar observed that the report of the OHCHR is another provoking document identical to those of organizations and media outlets which enjoyed various supports from certain western countries to interfere in internal affairs of Myanmar in every aspect. Furthermore, the report eventually calls for imposing economic sanctions against Myanmar’s state-owned enterprises aiming to reduce the revenue of the country which in fact will have impact on the well-being of the people of Myanmar. No matter how the report is trying to hide this agenda, it is well known that the economic sanctions become effective only at the cost of the socio-economic life of the general population.

- The report admitted that it relies on the information from open-source material along with the so-called credible and reliable sources mainly internet news which have been rarely used by academic in light of biased knowledge of the authors without evidence. It is surprising that the report of the OHCHR largely depends on such distorted information and reached its prejudiced conclusions.

Therefore, Myanmar strongly rejects the report titled “Progress made and remaining challenges with regard to the recommendations of the independent international fact-finding mission on Myanmar” and its misleading recommendations.
